Health Insurance Rate Watch: Comments on the Anthem Blue Cross Life and Health Insurance Company Proposal

Anthem Blue Cross Life and Health Insurance Company has proposed increasing rates on April 1, 2015 for nearly170,000 people who obtain their health insurance through 28 grandfathered plans offered by Anthem. CALPIRG Education Fund's Health Insurance Rate Watch project reviewed Anthem’s filing documents and found that Anthem failed to provide adequate justification for its proposed rate increase.

Health Insurance Rate Watch: Comments on Blue Shield Rate Filing

Blue Shield has proposed rate increases as high as 9.7 percent for policyholders in its “grandfathered” health insurance plans, those that were established before the Affordable Care Act was signed into law, affecting 40,070 Californians currently covered under the plans. CALPIRG Education Fund's Health Insurance Rate Watch project reviewed Blue Shield's rate filing and raised a number of questions and concerns to the California Department of Insurance.

The Dominance of Big Money in the 2014 Congressional Elections

In 2014, large donors accounted for the vast majority of all individual federal election contributions this cycle, just as they have in previous elections. Seven of every 10 individual contribution dollars to the federal candidates, parties, PACs and Super PACs that were active in the 2013-2014 election cycle came from donors who gave $200 or more. Candidates alone got 84 percent of their individual contributions from large donors.

A New Direction

 Berkeley, CA—As the average number of miles driven by Americans heads into its eighth year of decline, a new report from the CALPIRG Education Fund finds that the slowdown in driving is likely to continue. Baby Boomers are moving out of the phase in their life when they do the most commuting, while driving-averse Millennials move into that phase. These demographic changes will likely keep driving down for decades, according to the report, “A New Direction: Our Changing Relationship with Driving and the Implications for America’s Future.”

Prop C seeks to reverse Citizens United ruling

LOS ANGELES (KABC) -- Next week's election will not only decide the next mayor of Los Angeles, but it will also offer Los Angeles residents a chance to influence national policy.

 

Proposition C is a ballot measure designed to draw attention to the big money spent in elections. If it passes, it won't have a direct effect on campaign fundraising, but it will encourage California lawmakers to bring the topic back into the national spotlight.

Huffman calls for constitutional amendment to overturn Citizens United ruling

A constitutional amendment to restore campaign finance laws voided by the Supreme Court's Citizens United decision topped the wish list of panelists at a forum Thursday on election reform hosted by freshman Congressman Jared Huffman.

"Amending the Constitution to overturn Citizens United may well be one of the most important issues of our time," Huffman, D-San Rafael, said at the forum at Dominican University in San Rafael. He encouraged attendees in the meantime, however, to look for additional approaches for making elections fairer and voting more accessible.
